LAND ACCESS & ACQUISITION
Poroman offers specialised Land Access and Acquisition Consulting Services tailored to assist clients in navigating the complex land tenure systems and regulatory frameworks in Papua New Guinea. Our comprehensive approach encompasses Social Mapping and Landowner Identification Studies (SMLI), Land Investigation Reports (LIR), and strategic advice on the land acquisition process, including Customary Land Use Agreements (CLUA).
Social Mapping and Landowner Identification Studies (SMLI)
Our team conducts thorough Social Mapping and Landowner Identification Studies to identify and map the stakeholders, including traditional landowners, clans, and communities, with legitimate interests in the land. Using participatory methods and Geographic Information System (GIS) technology, we gather socio-economic data, cultural information, and land tenure details to develop a comprehensive understanding of the social landscape and land ownership patterns. Our SMLI studies enable clients to identify key stakeholders, assess their interests and concerns, and establish effective communication and engagement strategies for the land acquisition process.
Land Investigation Reports (LIR)
We prepare detailed Land Investigation Reports to provide clients with a comprehensive overview of the legal, regulatory, and customary land tenure aspects related to the targeted land parcels.
Our LIRs include an analysis of relevant land laws, regulations, and policies, as well as customary land tenure practices and traditions applicable to the area. We assess the status of land titles, rights, and claims, identify potential land use conflicts or encumbrances, and provide recommendations to mitigate risks and ensure compliance with legal and customary requirements.
Land Acquisition Process Advice (Customary Land Use Agreements – CLUA)
Our consultants provide strategic advice and guidance to clients on the land acquisition process, including the negotiation and drafting of Customary Land Use Agreements (CLUAs) with traditional landowners. We facilitate transparent and inclusive consultation processes, ensuring that all affected stakeholders have the opportunity to participate in the negotiation of CLUAs and provide their consent. Our team assists clients in developing CLUAs that address key issues such as land access, compensation, benefit-sharing, land use restrictions, and dispute resolution mechanisms, while respecting customary laws and traditions.
